His Bachelor of Engineering in Agricultural Engineering was completed at Sindh Agriculture University Tandojam in 2014 with a First Division. Prior to his university education, he completed Intermediate (Pre-Engineering) and Matriculation (Science) from BISE Sukkur, securing a B Grade in both.

Shoukat Ali Shah has accumulated valuable research and engineering experience through multiple roles. As a Research Coordinator (2019-2020) at the US-Pakistan Center for Advanced Studies in Water, MUET, he worked on a government-funded water sector improvement project, conducting field surveys, flow measurements, and project coordination. Previously, he served as a Junior Engineer (2017-2018) at the Management Development Center, Hyderabad, where he focused on hydrological data collection, GIS mapping, and watercourse assessments. His early career includes roles as a Research Assistant (2015) at ICARDA & IWREM, where he studied sprinkler and drip irrigation systems, and as an Event Manager (2013-2014) at Fast Youth Network Development (FYND), managing social events and administrative tasks.
